In accordance with Bellevue College’s Notification of Registered Sexual Offenders Policy and RCW 4.24.550, BC’s Public Safety Office has released relevant and necessary information regarding level III sex offender Joaquin David Garcia.
According to the King County sheriff’s website, “Level III offenders are considered to have a high risk to re-offend. They usually have one or more victims and may have committed prior crimes of violence. They may not know their victim(s). The crime may show a manifest cruelty to the victim(s) and these offenders usually deny or minimize the crime. These offenders commonly have clear indications of a personality disorder.”
Under RCW 4.24.550, BC is authorized to disclose the following information: “the level of risk posed by the offender to the community, the locations where the offender resides, expects to reside or is regularly found, and the needs of the affected community members for information to enhance their individual and collective safety.” Public safety is required to disclose this information for public protection.
Public agencies and/or employees are not liable for disclosing information about the offender “unless it is shown that the employee or agency acted with gross negligence or in bad faith.”
